Two businesses, one person, and a clear line between them. This page explains the relationship in full, because half an explanation is worse than none.

The relationship in one paragraph

Bell County Cash Offers is a home-buying business. It is not a real estate brokerage and this is not a REALTOR® website.

Jessie Walters, who owns and runs it, separately holds Texas real estate broker licence #509401 and owns JD Walters Real Estate LLC (licence #9015088), which is a licensed brokerage.

Those are two different businesses offering two different things. You can use either, both or neither, and requesting a cash offer never obliges you to use the brokerage.

Licensed in Texas since July 2003, and a broker for most of that time. Two decades of Central Texas property — buying, renovating, building, listing and selling. He is the designated broker for JD Walters Real Estate LLC, which sponsors a team of licensed Texas sales agents and holds registered team names including Twins Realty Team and the Bridges Team.

Continuing education is current, including Legal Update I and II and the Broker Responsibility Course. TREC shows no disciplinary actions.

What this means for you, practically

If you just want a cash offer: ask for one. Nothing about the brokerage enters into it. Take the offer or leave it.

If the offer is not right and you want to know what the open market would pay: Jessie can explain what listing would look like. That conversation is about a separate service from a separate company, and it starts a different relationship only if you sign a separate written brokerage agreement.

If you would rather use a different brokerage entirely: that is completely normal and we will not be offended. You are free to take our offer as a benchmark and go elsewhere.

You are never required to list with JD Walters Real Estate to request or reject a possible cash offer. If anyone ever suggests otherwise, that is wrong and Jessie wants to hear about it.

When Jessie is a buyer, he is not your agent

Texas rules (22 TAC §535.144, and Occupations Code §1101.652(a-1)(1)) require a licence holder buying or selling for their own account to disclose in writing, before the agreement is signed, that they hold a real estate licence. TREC says this applies even if a licence is inactive.

So, stated plainly: when Jessie Walters or an affiliated purchasing entity considers buying your property, the buyer is acting as a principal for its own benefit and is not representing you unless the parties enter a separate written representation agreement. The buyer benefits from a lower price. You should weigh any offer with that in mind, and you are free to obtain independent legal, tax, financial, appraisal or real estate advice.

TREC has also stated that the Information About Brokerage Services notice is generally not required when a licence holder is acting solely as a principal. It is linked on this site because the site mentions the separate brokerage option — not because a brokerage relationship exists by default.
